Susquehanna Valley Elementary Wrestling League By-Laws
Revised for 2011-2012 Wrestling Season
1.1 The official title of the league will be the Susquehanna
Valley Elementary Wrestling League. This league was officially
formed on Oct. 21st, 1981
Original Teams include Williamsport, Montoursville, Loyalsock,
Jersey Shore, South Williamsport, Mifflinburg and Hughesville.
1.2 The 2010-2011 season team members were Jersey Shore,
Selinsgrove, Montoursville, Lewistown, Williamsport, Midd-West and
Mifflinburg.
ARTICLE 2. RULES GOVERNING LEAGUE MEMBERS
2.0 All coaches (minimum of 5) must have Act 34 (child abuse) and
Act 151 (Criminal Background Check) clearances to coach in the
SVEWL. This rule allows only those with clearances to be in direct
contact with all wrestlers during practice and matches, plus
weigh-ins and locker room time.
2.1 All clearances to be held by League President and are due by mid
season and no later than varsity seeding meeting. Failure to comply
is a forfeiture of all matches. Those names to hold clearances shall
be forwarded with the team roster to all league members and League
President by December 15 each year.
2.2. A wrestler must wrestle for the school district in which you
live. Exceptions will be addressed at the pre season meeting.
2.3 A wrestler must stay with the same team they registered with for
the entire season unless their family moves from the school
district’s area that same year.
2.4 All wrestlers must be in grades one through 6 to complete in
varsity league competition.
2.5 No wrestler may be 13 years old before July 1st of the previous
summer to compete at the varsity level.
2.5.1 Proof of any wrestler’s eligibility must be presented within
seven days upon request of an opposing coach or league officer.
Proof shall consist of a copy of the wrestler’s birth certificate
and a verified signature of their school principal.
2.5.2 Any team using kindergarten students, a seventh or above grade
student, or over age student for varsity competition shall be
punished as deemed necessary by the league.
2.5.3 The offending team shall lose its vote on all league business
for the duration of the season plus the upcoming season.
2.5.4 Any team under suspension for a violation of the league
by-laws may be expelled by a 2/3 vote of the membership at the
league meeting if an additional violation is committed while under
suspension.
2.6 Any coach ejected from a dual meet or tournament will have to
sit out the following dual meet or tournament. Ejected person may
not be on site during sit out period.
2.6.1 Any official involved with an ejection of a coach will be
evaluated; if found to be at fault may not officiate any SVEWL
events in the future. If an event happens, the league president will
convene a meeting with a review board consisting of three members
not involved in incident schools.
2.7 All new teams admitted to the league will serve one year
probationary period. Those teams may be voted out of the league for
by-law infractions by 2/3 vote of the membership at the league
meeting.
2.8 Practice sessions may not start before the second Monday of
November.
2.9 Organized practice time for the league teams shall not exceed
seven hours per week.
2.10 The league schedule is adopted by all teams present at the fall
meetings (no later than Oct 1st.)
2.10.1 All teams except in the case of extremely foul weather or
national emergency must adhere to the league schedule. All
cancellations shall be made no later than 10:00 AM of the day of the
dual meet. If only one team cancels, the opposing team shall adhere
to their cancellations. No team wrester shall be awarded seeding
points due to cancellation caused by foul weather or national
emergency. If any other cancellation occurs during the season, the
opposing team will receive seeding points provided said team
conducts official weigh-ins, whether the team is home or away.
Within 7 days of any cancellation both head coaches shall make an
attempt to reschedule the meet as soon as possible at their
convenience. Any and all rescheduling must be done prior to the
varsity tournament. The host school will contact opposing coach for
match time schedule with host school having final decision.
2.10.2 In no case shall a league meet be canceled without first
consulting the league president. Any team changing the league
schedule must notify the league president prior to the change, also
any rescheduling of a canceled meet.
2.10.3 All league matches will be on Sundays. Also, if necessary,
mutual consent by both coaches must be given to wrestle another day
other than Sunday. No matches to start before 12:00 noon, unless
agreed on by both teams. Host school has final decision on whether
to start varsity or J.V. matches first, and will notify visiting
team decision by Tuesday evening prior to weekend dual.
2.10.4 The home team must notify the visitors by Tuesday prior to
the weekend dual meet giving the official hired for the meet and
notice of the day and time of their scheduled meet. The visitors
must adhere to both the day and time.
2.11 Dues of $75.00 per team must be paid on or before December
31st, or a late penalty fee of $10.00 will be assessed. Mailed to
league Treasurer. Dues include website construction and maintenance.
2.12 Election of the President, Vice-President, Secretary and
Treasurer will be held at the first league meeting following the
season. This meeting must be scheduled within 30 days of the
completion of the varsity tournament.
2.13 All league by-law infractions and all rules and regulations set
forth by this league are subject to a minimum fine. If a by-law
infraction occurs the team league member will notify a league
official. Investigation of infraction will be handled by officers of
the league then brought to all league members for
agreement/recommendation for penalty.
2.14 The league will furnish a dual meet championship trophy per
division. This shall be established after the league schedule has
been agreed upon. The trophy shall be a minimum of 24 inches in
height. Note: In the event the league only has one division, the
league will provide a league championship and league runner up
trophy.
ARTICLE 3. LEAGUE MEETINGS
3.1 All league meetings will be held in the central location
determined at each year’s first meeting.
3.2 There must be a quorum present to conduct official business. A
quorum being 50% plus one of the voting memberships.
3.3 All league business requiring a vote of members shall be held at
an official league meeting.
3.4 A team must be present to have a vote on league matters at a
league meeting.
3.5 Each team shall have one vote.
3.6 A fine of $50.00 will be imposed on a team if not at a meeting.
This is due within 30 days or voting rights will be lost until paid.
3.7 By-laws and general business may be changed by 2/3 vote of the
membership present at a league meeting.
3.8 A 2/3 vote of approval at league meeting is necessary for a team
to gain entrance to the league.
3.9 The league president, or chairman of the meeting in his absence,
shall have a vote on any issue that ends in a tie by all eligible
members present at any league meeting.
ARTICLE 4 RULES GOVERNING LEAGUE VARSITY DUALS
4.1 Weight classes for varsity league competition as of 2004-2005
season shall be as follows:
50-54-58-62-66-70-74-78-82-86-90-94-98-102-106-110-120-130-145-Unl.
Max 170#.
4.1.1 A one pound allowance will be given at your first match after
December 25th.
4.2 No wrestler will be allowed to shift weight classes if their
actual stripped weight was not recorded at the time of weigh-ins.
either coach may request that all wrestlers be stripped and their
actual weigh be recorded. Stripped weight is defined as wearing
underwear or a singlet.
4.3 Wrestlers in weight classes from 110# and up may wrestle only
one weight class above their usual stripped weight recorded.
Wrestlers in weight classes 50-106 may wrestle 2 weight classes
above stripped weight recorded.
4.4 Length of bouts for all league matches shall be Varsity 2-1-1;
JV shall be 3 one minute periods.
4.5 There must be at least two mats used during JV matches and if
possible each match given a full mat. If necessary, up to 6 matches
can be wrestled on 2 full mats.
4.6 To ensure JV wrestlers learn all three wrestling positions they
will be placed on their feet for period 1, home team wrestler to be
in the down referees position in period 2 and home team wrestler in
top referees position for period 3.
4.7 Provisions will be made for a representative of the visiting
team at the official scoring table.
4.8 The home team must display the team score and the bout score at
all times during the dual meet.
4.9 The home team has the option to charge admission for a dual meet
but may not exceed the following: Adults-$3.00, School aged
children-$1.00 and preschool-free.
4.10 Referees for all varsity matches must be PIAA licensed
officials unless both head coaches have mutual agreement within 72
hours of the scheduled dual meet for a non licensed official. No
opposing coach has the right to refuse a licensed PIAA official.
4.11 All varsity league results must be submitted using the svewl
website or emailed no later than 24 hours from the completion of the
dual meet to at least one representative from each school and the
webmaster.
4.12 All varsity dual meet results must include the following:
* Name of both teams wrestling and time of completion of meet.
* The order of weight classes wrestled.
* Team point received per weight class.
* Team points deducted per weight class and the reason why.
* Wrestlers weight class.
* Wrestlers individual bout score.
* Wrestlers first and last names.
* Time of fall or disqualification.
* Date of the dual meet.
4.13 A copy of each team’s varsity eligibility roster must be
emailed to the league secretary no later than December 15 will all
possible entries filled in completely.
4.14 Kindergarten students shall be listed, but noted ineligible, on
the varsity roster for JV documentation. Any ineligible names will
be noted on this roster with a K for their grade.
4.15 No wrestler will be allowed to wrestle varsity competition
without being on the eligibility roster a minimum of one week unless
agreed upon by the opposing coach and the president.
4.16 All additions to the league roster will be made to the league
officers and league members in writing or by email.
4.17 All PIAA rules must be adhered to unless modified by the league
by-laws. Headgear is mandatory for all varsity matches and shall be
optional for JV matches. Uniforms are mandatory.
ARTICLE 5 LEAGUE JUNIOR VARSITY TOURNAMENT
5.1 Discussed and approved that the JV tournament rotation starting
the 2011-2012 season will be as follows: Lewistown, Midd-West,
Jersey Shore, Mifflinburg, Selinsgrove, and then Montoursville. It
was also stated that due to the large volume of participants, the JV
tournament cannot be a silent tournament.
5.1.1 Beginning with the 2004-2005 season any league team member
leaving the SVEWL and then being voted back into the league will
serve a 2 year probationary period before being considered to host
the tournament. At the conclusion of the probation period the team
member will then be placed at end of the rotation list.
5.2 To be held at the conclusion of the league season unless agreed
upon at the scheduling meeting held prior to the season.
5.3 The awarded school must announce its acceptance of the
tournament at the fall pre-season meeting, In the event of a schools
refusal the next team in schedule will be offered until a team
accepts.
5.4 Applications must be sent to all league members by January 31st.
5.5 All teams must submit a list of all wrestlers and their weight
classes no later than one week before the tournament date to the
tournament director. At the tournament director’s discretion,
changes may be made to brackets up to and including the day of the
tournament. No weight changes will be allowed after roster has been
submitted and accepted by the tournament director.
5.6 Application forms and minimum entry fee of $250.00 must be paid
no later than 48 hours prior to the tournament date, balance due if
any, must be paid by the close of weigh ins. Entry fee includes up
to 20 wrestlers. $7 for each additional wrestler. Application fee
mandatory of $100.00 of any team not entering payable to host school
before varsity tournament.
5.9 Beginning with the 2007-2008 season the JV tournament will be
divided into three separate age groups with the following weight
classes:
* 7 and under- 40-45-50-60-65-70-75-80-HWT (110 lbs max)
* 8 & 9- 50-55-60-65-70-75-80-85-90-100-110-HWT (125 max)
* 10-12- 55-60-65-70-75-80-85-90-95-100-105-110-120-130-145-170
THERE WILL BE NO WEIGHT ALLOWANCE.
5.10 Seeding will be done as follows:
Each school will rank each of their wrestlers by their weight class.
Example if a school sends 4 wresters in the same weight class each
of the 4 wrestlers will be ranked according to their ability.
The host school will try to put each team’s best in the
quarterfinals and match the least experienced in the first round.
This will allow match ups of wrestlers that may have not won a match
all season.
The host school will do its best to keep each school’s wrestlers as
far apart in the brackets as possible. If possible their top two
should be in complete separate parts of the bracket.
If the league is formatted into divisions, the host school will try
to match first round matches with teams from other division.
5.11 Beginning with the 2009-2010 season there shall be two team
trophies awarded and awards to the top 6 places per weight class.
Team trophies minimum of 24” Tri-base. Placement trophies are as
follows: 1st place 14” with side base display. 2nd place 12” column,
3rd place 10” column, 4th and 5th place receive medals and 6th place
receives a ribbon.
5.12 At least four mats must be made available to be used and
complete wrestle backs conducted if at all possible.
5.13 Host team must have medical staff (EMT’s) present during the
tournament and be stationed in a central location.
5.14 No one under the age of 16 is permitted at the scoring tables.
5.15 Weights will be certified by Head Coaches of each team.
5.16 Beginning with the 2003-2004 season only the highest place
finisher per school per weight class with be counted toward team
points.
5.17 The league will supply all hosting schools of the varsity
tournament with wall charts.
5.18 Any wrestler wrestling in the JV tournament is automatically
ineligible to wrestle in the Varstity Tournament.
ARTICLE 6 LEAGUE VARSITY TOURNAMENT
6.1 Discussed and approved that the Varsity rotation starting the
2011-2012 season will be as follows:, Selinsgrove, Montoursville,
Lewistown Mifflinburg, Midd_West and then Jersey Shore.
6.1.1 Beginning with the 2004-2005 season any league team members
leaving the SVEWL and then being voted back into the league will
serve a 2 year probationary period before being considered to host
the tournament. At the conclusion of the probation period the team
member will then be placed at the end of the rotation list.
6.2 To be held at the conclusion of the league season. The date will
be established at the fall meeting and must be held before high
school sectionals unless there are circumstances beyond league
control.
6.3 The awarded school must announce its acceptance of the
tournament at the fall pre season meeting. In the event of a schools
refusal the next team in line will be offered until a team accepts.
6.4 Applications must be mailed to all league members by January
31st.
6.4.1 Application forms and the $200 entry fee must be returned to
the tournament director no later than the seeding meeting. If
payment is not made by close of weigh in the team will not be
permitted to compete.
6.5 Any wrestler who has met minimum eligibility on a league roster
as outlined in 4.15 is eligible to complete in the varsity
tournament.
6.5.1 Beginning the 2008-2009 season, each team may enter only one
wrestler into the varsity tournament at each weight class referred
to in 4.1 hereof.
Each team will submit a varsity tournament roster of one participant
per weight class. All other team participants will be elgible for
the JV tournament including those with positive varsity points. The
two pound weight allowance will also be kept for the Varsity
tournament.
6.5.2 Regular league weights will be used. This includes the one
pound weight allowance after third week of season plus one
additional pound for the tournament).
6.6.1 Beginning with the 1998-99 season the 5 point scoring system
for the league varsity tournament will apply. The system applies to
all varsity matches.
6.6.2 The five point system shall be applied as follows:

6.7 The following criteria will be used to break a tie in the SVEWL point system:
* Dual meet winner.
* Wrestler with the greater number of falls.
* Returning league champion.
* Returning league runner up.
* Flip of coin.
6.7.1 All teams must submit a complete list of wrestlers and their weight classes to the league president at least one week before the seeding meeting. Wrestlers my not change weight classes once the list has been submitted, substitution of a wrestler not on the original list requires 2/3 passage at the seeding meeting. “No shows” bye out on bracket.
6.7.2 Coaches or representatives at the varsity seeding meeting will be responsible for point totals based on SVEWL. 5 point scoring system used for seeding. The league president shall have a list prepared of each weight class with the wrestler’s names that have been submitted by the coaches.
6.7.3 All seeding results at the conclusion of the seeding meeting is final.
6.8 Individual placement awards will be presented to fifty (50%) of team participation in the league.
6.8.1 Individual awards for varsity tournament will be as follows:
* 1st place- 18” tri based
* 2nd place- 14” dual based
* 3rd place- 12” single based
* 4th place- medal
* 5th place- medal (if needed)
* 6th place- medal (if needed)
6.9 Team points will be awarded according to the National Federation Rules regarding tournament scoring for six places.
6.9.1 In the event of only 1 division a tournament champion and runner up trophy will be awarded.
6.9.2 Team trophies minimum of 24” tri-base.
6.10 Two special awards will be given to two different wrestlers that are competing in the finals, an Outstanding Wrestler award (must be tournament champion), and the most pins in the least amount of time awarded, starting in quarterfinals.
6.10.1 Each head coach must vote for three wrestlers stating 1st, 2nd, 3rd, with point system of 5 for top choice, 3 for 2nd choice and 1 for 3rd choice. The first choice of the coach shall not be a participant from his team. 2nd and 3rd choices may be of the same team if deemed appropriate by the coach.
6.10.2 In the event of a tie, duplicate awards will be given.
6.10.3 Each award will be at a minimum 18” tri-base.
6.11 All individual awards shall be engraved with the following;
* League tournament name.
* Date.
* Weight class.
* Place winner.
* Name of special award.
6.12 All league rules will apply unless otherwise noted.
6.12.1 All consolation bouts will be three one minute periods.
6.13 At least four mats must be used. The finals must be wrestled on one mat only. If less than 16 teams, number of mats to be used determined at varsity seeding meeting.
6.14 No one under the age of 16 is permitted at the scoring tables.
6.15 Host team must have medical staff (EMT’s) present during the tournament and be stationed in a central location.
6.16 The league will supply all hosting schools of the varsity tournament with wall charts.
6.16.1 Wall charts shall have bout numbers prior to posting. The official pre drawn brackets will be adopted each year at the preseason meeting.
6.16.2 The host team must post all individual bout winner names with the bout scores at the end of each round.
6.17 The league will supply each team with bracket sheets for the varsity tournament.
6.18 Beginning with the 1998-99 season there shall be a complete wrestle back up to fifth and sixth place.
6.18.1 All Varsity tournament champions are eligible for post season all star matches.
